UPDATE
Microsoft has removed the oobebypassnro command from Windows 11 setup, particularly in newer preview builds and the latest releases.
For users who need to bypass the Microsoft account requirement, a new command start ms-cxh:localonly can be used.
In the command prompt (accessible by pressing Shift + F10 during setup), you can type start ms-cxh:localonly to bypass the network connection and Microsoft account requirement.
**First, make sure sure Internet Cable is not plugged into your system. Also, DO NOT join any WiFi network either.
When you get to the screen asking about network connections, Press SHIFT+F10. This will open a command prompt. Type oobebypassnro and press enter. This will restart your PC. Again, make sure you are not connected to any internet connections.
Run through the setup again, and this time, you will see the option "I do not have an internet connection" at the screen for setting up the Network. Click that and follow the prompts to finish the setup of your system. You can then connect to the internet again via Ethernet or WiFi when you are done with the setup.
